THREE ARRESTED TWICE IN CURRENT REPORT, INCLUDING LOUISA MAN WHILE ARREST GETS THEFT ID CHARGE AFTER IDENTIFY TO OFFICER AS HIS BROTHER

FROM 12:01 A.M. DECEMBER 26, THRU TO 11:59 P.M. JANUARY 17, (23 DAYS) THERE HAVE BEEN AT LEAST 117 PEOPLE ARRESTED FROM JOHNSON, LAWRENCE, MAGOFFIN, AND MARTIN COUNTIES COMBINED, AND WERE BOOKED @THE BIG SANDY REGIONAL DETENTION CENTER IN PAINTSVILLE.

19 OF THOSE ARRESTS WERE FROM LAWRENCE COUNTY.

SEPARATELY, 4 LAWRENCE COUNTY RESIDENTS WAS TAKEN INTO CUSTODY IN ANOTHER KY. COUNTIES JURISDICTION (1 IN MARTIN COUNTY, 2 IN JOHNSON COUNTY, AND 1 IN ROWAN COUNTY).

PREVIOUSLY, FROM 12:01 A.M. DECEMBER 14, THRU TO 11:59 P.M. DECEMBER 25,(12 DAYS) THERE HAVE BEEN AT LEAST 61 PEOPLE ARRESTED FROM JOHNSON, LAWRENCE, MAGOFFIN, & MARTIN COUNTIES COMBINED, AND WERE BOOKED AT THE BIG SANDY REGIONAL DETENTION CENTER IN PAINTSVILLE. 7 OF THOSE ARRESTS WERE FROM LAWRENCE COUNTY. SEPARATELY, ONE LAWRENCE COUNTY RESIDENT WAS TAKEN INTO CUSTODY IN ANOTHER KY. COUNTIES JURISDICTION (BOYD COUNTY).

THE NUMBER OF INMATES THAT WERE BEING HOUSED AT THE BSRDC IN PAINTSVILLE AS OF 11:59 P.M., SUNDAY, JANUARY 17, WAS 175.

HERE ARE THE LATEST NINETEEN ARRESTS IN LAWRENCE COUNTY, ALONG WITH THE FOUR ARRESTED IN NEARBY KENTUCKY COUNTIES, ARE AS THE FOLLOWING:

Tommy Castle, 24, of Louisa, Kentucky; was arrested on December 28, 2020, at 2:11 A.M., by deputy Everett Chase Kirk, of the Lawrence County Sheriff Department, and was charged with:

• POSSESSION OF BURGLARY TOOLS, 

  • THEFT BY UNLAWFUL TAKING OR DISPOSITION ALL OTHERS UNDER/$500..

According to the arrest citation, deputy Chase Kirk received a call of two male subjects causing loud noise in the Water Street Apartments. Upon arriving on the scene, deputy Kirk stated that Tommy Castle told him and Louisa officer Micjahel Housinger that they were waiting on the friend that lived in one of the apartments. Upon further investigation and verbal consent, deputy Kirk located a taillight in the back floor of the truck in which Tommy Castle was a passenger in. Dannie Thomas, a witness, advised deputy Kirk that he witnessed Tommy Castle taking a taillight off of a vehicle in the parking lot, in which upon further investigation matched the vehicle in the parking lot. Tommy Castle had multiple tools inside a white bucket that he used to remove the taillight.


Cody Castle, 20, of Louisa, Kentucky; was arrested on December 28, 2020, at 2:11 A.M., by deputy Everett Chase Kirk, of the Lawrence County Sheriff Department, and was charged with:

• POSSESSION OF BURGLARY TOOLS,

• GIVING OFFICER FALSE IDENTIFYING INFORMATION,

• THEFT OF IDENTITY ANOTHER WITHOUT CONSENT..

 

According to the arrest citation, deputy Chase Kirk received a call of two male subjects causing loud noise in the Water Street Apartments. Upon arriving on the scene, deputy Kirk stated that Cody Castle told him and Louisa officer Micjahel Housinger that they were waiting on the friend that lived in one of the apartments. Upon further investigation and verbal consent, deputy Kirk located a taillight in the back floor of the truck in which Cody Castle was a passenger in. Dannie Thomas, a witness, advised deputy Kirk that he witnessed Cody Cattle sitting in the vehicle observing Tommy Castle remove the taillight from the vehicle located in the parking lot. Cody Castle was advised multiple times to use the correct name and birthday, once at the Louisa Police Department and the citation forJames Castle was completed, Cody Castle advised that was not his correct name and advised officers his true name, date of Birth, and SSN. Cody Castle used his siblings name to avoid detection without consent of the sibling. See citation # DQ37013, in which needs to be voided.

 


David C. Bartram, 25, of Fort Gay, West Virginia; was arrested on December 28,2020,at 11:41 P.M.,by deputy Everett Chase Kirk,of the Lawrence County Sheriff Department,& was charged with:

• FUGITIVE FROM ANOTHER STATE – WARRANT REQUIRED. David Bartram is wanted on a warrant out of West Virginia issued on October 22, 2020.

 

Thomas J. Dalton, 38, of Louisa, Kentucky; was arrested on December 31, 2020, at 11:26 P.M., by an officer of the Louisa Police Department, & was charged with:

• ALCOHOL INTOXICATION IN A PUBLIC PLACE (1ST & 2ND OFFENSE),

• DISORDERLY CONDUCT, 1ST DEGREE.

 

William Wilson Chaffins, 32, of Louisville,Kentucky; was arrested on January 2, 2021, at 2:34 A.M., by deputy Dwayne Bowen, of the Lawrence County Sheriff Department, and was charged with:

• PUBLIC INTOXICATION-CONTROLLED SUBSTANCE (EXCLUDES ALCOHOL),

• CRIMINAL TRESPASSING-3RD DEGREE.

According to the arrest citation, deputy Dawyne Bowen wrote that he received a complaint that William Chafin was at 1687 Meades Branch Road stuck in a vehicle. Upon deputy Bowen’s arrival. William Chafin had left the scene, but returned back to the scene and he had extremely slurred speech and unsteady on feet. William Chafin advised deputy Bowen that he had got stuck while trying to turn but had not been in the residence.

 


Joseph L. McKinster, 40, of Louisa,Kentucky; was arrested on January 2, 2021, at 5:00 P.M., by deputy Daniel Castle, of the Lawrence County Sheriff Department, and was charged with:

• NO OPERATORS-MOPED LICENSE,

• FAILURE OF NON-OWNER OPERATOR TO MAINTAIN REQ INS/SEC, 1ST OFFENSE,

• NO REGISTRATION RECEIPT,

• IMPROPER EQUIPMENT .

According to the arrest citation, deputy Daniel Castle wrote that he observed a vehicle traveling south on US 23 with no bumper and one headlight, Upon conducting a traffic stop by the entrance to Isaac Park Road, the driver, Joseph McKinister, failed to produce insurance or registration. Joseph McKinster stated his driver’s license, which dispatch confirmed he had no operator’s license.

 

Randy S. Wright, 32, of Louisa,Kentucky; was arrested on January 4, 2021, at 2:15 P.M., by Sheriff Chuck Jackson, of the Lawrence County Sheriff Department, & was charged with:

• POSSESSION CONTROLLED SUBSTANCE, 1ST DEGREE, 2ND OFFENSE (METHAMPHETAMINE).

 

Tina F. Ferguson-Blackburn, 44, of Wayne, West Virginia; was arrested on January 7, 2021,at 8:20 P.M.,by deputy Everett Chase Kirk, of the Lawrence County Sheriff Department,& was charged with:

• THEFT BY THE UNLAWFUL TAKING DISPOSITION ALL OTHERS $500 OR MORE BUT UNDER $10,000.

 

Elouise Scott, 37, of Louisa, Kentucky; was arrested on January 8, 2021, at 12:31 A.M., by deputy Everett Chase Kirk, of the Lawrence County Sheriff Department,& was charged with:

• PUBLIC INTOXICATION-CONTROLLED SUBSTANCE (EXCLUDES ALCOHOL).

According to the citation, deputy Chase Kirk observed Elouisa Scott walking in the middle of KY 3. Upon making contact with Elouise Scott, deputy Kirk stated she was tweaking, screaming, and cussing. Deputy wrote that it was apparent that Elouise Scott was under the influence of an intoxicating substance and was to herself and others on the roadway.


Randel Ellis Boggs, 22, of Louisa,Kentucky; was arrested on January 8, 2021, at 4:15 A.M.,by deputy Everett Chase Kirk, of the Lawrence County Sheriff Department, and was charged with:

• PUBLIC INTOXICATION-CONTROLLED SUBSTANCE (EXCLUDE ALCOHOL),

• DRUG PARAPHERNALIA,

• IMPERSONATING A PEACE OFFICER.

According to the arrest citation, deputy Chase Kirk wrote that had received a call of a male subject at Speedway disturbing customers and appearing that he was under the influence. Upon deputy Kirk making contact with the suspect, Randel Boggs, deputy Kirk wrote that Boggs was unsteady on his feet in the middle of the road at the intersection of Franklin and Clay Street. Randel Boggs then stated to deputy Kirk that he was “the law’ and proceeded to show deputy Kirk, a set of handcuffs and a Lawrence County Sheriff’s badge and identification card. Upon further search by deputy Kirk of Randel Boggs, he found that Boggs had multiple syringe & needles on his person, of which one of them contained a red/brown liquid.


Elouise Scott, 37, of Louisa, Kentucky; was arrested on January 9, 2021, at 10:57 P.M.,by patrolman Michael Housinger, of the Louisa Police Department, & was charged with:

• CRIMINALTRESPASSING-1ST DEGREE,

• DISORDERLY CONDUCT, 1ST DEGREE,

• RESISTING ARREST.


Laura Speakman, 31, of Fallsburg, Kentucky; was arrested on January 10, 2021, at 7:39 P.M., by deputy Everett Chase Kirk, of the Lawrence County Sheriff Department, and was charged with:

• OPERATING MOTOR VEHICLE UNDER/INFLUENCE CONTROLLED SUBSTANCE (189A.010(1D) – 1ST OFFENSE,

• NO OPERATORS-MOPED LICENSE,

• FAILURE TO PRODUCE INSURANCE CARD,

• FAILURE TO REGISTER TRANSFER OF MOTOR VEHICLE,

• POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE 1ST OFFENSE (DRUG UNSPECIFIED),

• TRAFFICKING IN LEGEND DRUGS 2ND OR SUBSEQUENT OFFENSE,

• POSSESSION OF MARIJUANA *OBS*,

• DRUG PARAPHERNALIA – DELIVER/MANUFACTURE.


Emily H, Lee, 39, of Fairhope, Alabama; was arrested on January 10, 2021, at 11:41 P.M., by deputy Everett Chase Kirk, of the Lawrence County Sheriff Department, and was charged with:

• OPERATING MOTOR VEHICLE UNDER/ INFLUENCE ALCOHOL .08 (189A.010(1A) – 1ST OFFENSE,

• LICENSE TO BE POSSESSION.

 


Waco Gaunt, 37, of Dumas, Texas; was arrested on January 10, 2021, at 11:41 P.M., by patrolman officer Michael Housinger, of the Louisa Police Department, & was charged with:

• ALCOHOL INTOXICATION IN A PUBLIC PLACE 1ST & 2ND OFFENSE).


Paul Chaffin, 40, of Louisa, Kentucky; was arrested on January 11, 2021, at 8:23 P.M., by the Lawrence County Sheriff Department, and was charged with:

• ASSAULT, 4TH DEGREE (DOMESTIC VIOLENCE) MINOR INJURY.

 

Richard P. Graham, 37, of Blaine, Kentucky; was arrested on January 13, 2021, at 9:12 P.M.,by patrolman Michael Housinger,of the Louisa Police Department, & was charged with:

• FAILURE TO APPEAR

 


Cody Castle, 20, of Louisa, Kentucky; was arrested on January 14, 2021, at 6:58 P.M., by deputy Everett Chase Kirk, of the Lawrence County Sheriff Department, and was charged with:

• FAILURE TO APPEAR

 


Sherry Castle, 38, of Louisa, Kentucky; was arrested on January 15, 2021, at 4:21 A.M., by deputy Everett Chase Kirk, of the Lawrence County Sheriff Department, and was charged with:

• FAILURE TO APPEAR.


William Wilson Chaffins, 37, of Louisa, Kentucky; was arrested on January 15, 2021, at 2:18 P.M.,by patrolman Teddy B. Newsome, of the Louisa Police Department, & was charged with:

• TERRORISTIC THREATENING, 3RD DEGREE,

• PUBLIC INTOXICATION-CONTROLLED SUBSTANCE (EXCLUDES ALCOHOL),

• MENACING,

• DISORDERLY CONDUCT, 2ND DEGREE.

Alexis Boyd, 26, of Louisa, Kentucky; was arrested in Rowan County, on January 5,2021 at 1:15 P.M.,by deputy Robbie Duncan, of the Rowan County Sheriff Department, and was charged with:

• POSSESSION CONTROLLED SUBSTANCE, 1ST DEGREE, 1ST OFFENSE (METHAMPHETAMINE).

 

Robert Gillespie, 49, of Louisa, Kentucky; was taken into custody in Johnson County, on January 6, 20201 at 11:21 P.M., by the Johnson County Sheriff Department, to serve a guilty plea jail sentence:

• CONTEMPT OF COURT LIBEL/SLANDER RESISTANCE TO ORDER.


Christina Mills, 34, of Lowmansville, Kentucky; was arrested on January 10, 20201 at 7:30 P.M., by the Johnson County Sheriff Department, and was charged with:

• ASSAULT, 4TH DEGREE (MINOR INJURY),

• MENACING,

• TERRORISTIC THREATENING, 3RD DEGREE.

 

James L. Roseberry, 35, of Louisa, Kentucky; was arrested in Martin County, on January 12, 2021, at 4:46 P.M., by the Martin County Sheriff Department, and was charged with:

• BURGLARY, 3RD DEGREE.

    Why can’t Lawerence County do something about their DRUG problem. Geesh these ppl look so strong out.
    Maybe adopt a drug court. “STAY CLEAN OR GO TO JAIL FOR GOOD” they just turn a blind eye.
