Lawrence Grand jury hands out slew of indictments after layoff for COVID-19

Lawrence County Grand Jury Report

Commonwealth vs. Carl D. Blair

The Grand Jury charges that on or before October 12, 2019 in Lawrence County Ky, the above named defendant:

  1. Carl D. Blair committed the offense of video voyeurism by knowingly and unlawfully using or causing the use of a hidden video recording device for the purpose of observing, viewing, photographing, filming and or videotaping a minor female.

  2. The above named defendant committed the offense of sexual abuse in the first degree by knowingly and unlawfully being a person in a position of authority or position of special  trust to the minor, subjecting a child less than 18 years of age to sexual contact.

Commonwealth vs. James Hicks

The Grand Jury charges that on or before February 27, 2020  in Lawrence County, Ky, the above named defendant:

  1. James Hicks committed the offense of trafficking in a controlled substance in the first degree by knowingly and unlawfully being in possession of 2.8 grams of Cocaine, $732.00 in cash, small dose plastic baggies, two unused altered glass pipes digital scales, a powder grinder with the intent to traffic in that controlled substance or by trafficking in a controlled substance, namely Cocaine.

  2. James Hicks committed the offense of trafficking in a controlled substance in the first degree by knowingly and unlawfully being in possession of 42 grams of Methamphetamine, $732.00 in cash, small dose plastic baggies, two unused altered glass pipes digital scales, a powder grinder with the intent to traffic in that controlled substance or by trafficking in a controlled substance, namely Methamphetamine.

  3. James Hicks committed the offense of trafficking in a controlled substance in the second degree, second offense  by knowingly and unlawfully being in possession of 18 Suboxone pills and 11 Suboxone strips, $732.00 in cash, small dose plastic baggies, two unused altered glass pipes digital scales, a powder grinder with the intent to traffic in that controlled substance or by trafficking in a controlled substance, namely Suboxone.

  4. The defendant having been charged in the instant indictment with the above stated felony counts is now being charged as a persistent felony offender in the first degree.

  5. The above named defendant committed the offense of trafficking in Marijuana (less than 8 ounces) by knowingly and unlawfully being in possession of 4 grams of Marijuana,  $732.00 in cash, small dose plastic baggies, two unused altered glass pipes digital scales, a powder grinder with the intent to traffic in that controlled substance or by trafficking in a controlled substance, namely Marijuana.

Commonwealth vs. Rebecca L. Tackett

The Grand Jury charges that on or before March 25, 2020  in Lawrence County Ky, the above named defendant:

  1. Rebecca L. Tackett committed the offense of burglary in the third degree by knowingly and unlawfully entering and remaining in Walmart of Louisa with the intent therein to commit a theft after having been previously barred from the store.

Commonwealth vs. Estill Hayden Jr.

The Grand Jury charges that on or before March 30, 2020  in Lawrence County Ky, the above named defendant:

  1. Estill Hayden Jr. committed the offense of unlawful use of electronic means originating or received within the Commonwealth to induce a minor to engage in sexual or other prohibited activities by knowingly and unlawfully using a communications system to procure, promote or induce a minor into engaging in sexual or other prohibited services.

  2. The above named defendant committed the offense of distribution of obscene matter to minors by knowingly and unlawfully sending a distributing obscene material, namely three photographs, to a minor.

Commonwealth vs. James Dean

The Grand Jury charges that on or before March 9, 2020  in Lawrence County  Ky, the above named defendant:

  1. James Dean committed the offense of robbery in the first degree by knowingly and unlawfully using or threatening the immediate use of physical force with the intent to accomplish the theft of approximately $120.00 from the Louisa Marathon’s cash drawer, a wallet, an operator’s license, social security card, and Apple I-phone, and approximately $160.00 in cash from Mathew Owens of West Van Lear, Ky.

  2. The above named defendant committed the offense of unlawful imprisonment in the first degree by knowingly and unlawfully restraining Tanya Harless of Louisa, Ky under circumstances which exposed her to a risk of serious physical injury.

Commonwealth vs. George Whitaker

The Grand Jury charges that on or before February 29, 2020  in Lawrence County Ky, the above named defendant:

  1. George Whitaker acting alone or in complicity with Mark Caudill, Kelli King and Joseph Warrix Sr., committed the offense of trafficking in a controlled substance in the first degree, second offense by knowingly and unlawfully being in possession of approximately 9.7 grams of Methamphetamine, and a total of $990.00 in cash, scales, small baggies, and a transaction ledger, with the intent to traffic in that controlled substance namely Methamphetamine.

  2. The defendant having been charged in the instant indictment with the above stated felony counts is now being charged as a persistent felony offender in the second  degree.

Commonwealth vs. Joseph Warrix Sr.

The Grand Jury charges that on or before February 29, 2020  in Lawrence County Ky, the above named defendant:

  1. Joseph Warrix Sr. acting alone or in complicity with Mark Caudill, Kelli King and George Whitaker, committed the offense of trafficking in a controlled substance in the first degree, second offense by knowingly and unlawfully being in possession of approximately 9.7 grams of Methamphetamine, and a total of $990.00 in cash, scales, small baggies, and a transaction ledger, with the intent to traffic in that controlled substance namely Methamphetamine.

  2. The defendant having been charged in the instant indictment with the above stated felony counts is now being charged as a persistent felony offender in the second  degree.

Commonwealth vs. Mark Caudill

The Grand Jury charges that on or before February 29, 2020  in Lawrence County Ky, the above named defendant:

  1. Mark Caudill acting alone or in complicity with George Whitaker,  Kelli King and Joseph Warrix Sr., committed the offense of trafficking in a controlled substance in the first degree, second offense by knowingly and unlawfully being in possession of approximately 9.7 grams of Methamphetamine, and a total of $990.00 in cash, scales, small baggies, and a transaction ledger, with the intent to traffic in that controlled substance namely Methamphetamine.

Commonwealth vs. Kelli King

The Grand Jury charges that on or before February 29, 2020  in Lawrence County Ky, the above named defendant:

  1. Kelli King  acting alone or in complicity with George Whitaker,  Mark Caudill  and Joseph Warrix Sr., committed the offense of trafficking in a controlled substance in the first degree, second offense by knowingly and unlawfully being in possession of approximately 9.7 grams of Methamphetamine, and a total of $990.00 in cash, scales, small baggies, and a transaction ledger, with the intent to traffic in that controlled substance namely Methamphetamine.

Commonwealth vs. Brianna S. Diamond

The Grand Jury charges that on or before February 22, 2020  in Lawrence County Ky, the above named defendant:

  1. Brianna S. Diamond committed the offense of trafficking in a controlled substance in the first degree by knowingly and unlawfully being in possession of a controlled substance, Methamphetamine, with the intent to traffic in or by trafficking in the controlled substance, Methamphetamine.

Commonwealth vs. Travis M. Vires

The Grand Jury charges that on or before August 31, 2019  in Lawrence County Ky, the above named defendant:

  1. Travis M. Vires committed the offense of assault in the second degree by intentionally or wantonly assaulting Randy Baldwin, causing physical injury by means of a deadly weapon or instrument.

  2. The above named defendant committed the offense of operating a motor vehicle under the influence of alcohol or drugs, first offense, by knowingly and unlawfully being in physical control of a motor vehicle while under the influence of alcohol or other substances which impair a driver’s ability to operate that motor vehicle.

  3. The above named defendant committed the offense of failure of owner to maintain required insurance/security, first offense, by knowingly and unlawfully failing to procure and/or have proof of valid insurance coverage for the motor vehicle he was operating.

  4. The above named defendant committed the violation of failure to produce an insurance card by knowingly and unlawfully operating a motor vehicle without a copy of the required insurance card.

Commonwealth vs. Timothy S. Harper

The Grand Jury charges that on or before January 24, 2020   in Lawrence County Ky, the above named defendant:

  1. Timothy S. Harper committed the offense of possession of a controlled substance in the first degree gy knowingly and unlawfully being in possession of Methamphetamine.

  2. Timothy S. Harper committed the offense of fleeing/evading police in the first degree by knowingly and unlawfully disregarding officer Hunter James with the Louisa Police Department’s signs and signals to stop in an attempt to flee an arrest.

Commonwealth vs. Timothy R. Bailey

The Grand Jury charges that on or before May 7, 2020   in Lawrence County Ky, the above named defendant:

  1. Timothy R. Bailey committed the offense of receiving stolen property, firearm by knowingly and unlawfully being in physical possession of a Glock handgun belonging to Sam Maddox of Louisa, Kentucky.

  2. The above named defendant committed the offense of possession of a handgun by a convicted felon by possessing a Glock handgun after having been previously convicted of a felony

  3. The defendant having been charged in the instant indictment with the above stated felony counts is now being charged as a persistent felony offender in the first degree.

Commonwealth vs. Richard Graham

The Grand Jury charges that on or before May 5, 2020   in Lawrence County Ky, the above named defendant:

  1. Richard Graham committed the offense of assault in the second degree by intentionally assaulting Jessica Graham, his legal spouse, causing physical injury while armed with a dangerous weapon or deadly instrument.

Commonwealth vs. James Mason

The Grand Jury charges that on or before December 2, 2019  in Lawrence County Ky, the above named defendant:

  1. James Mason committed the offense of theft of identity by knowingly and unlawfully using former or current identifying information of another, namely Rita Holbrook, with the intent to represent himself as Rita Holbrook for the purpose of deceiving or defrauding.

  2. James Mason, committed the offense of theft by unlawful taking over $500.00 but under $10,000 by knowingly and unlawfully taking $1,122.00 from Rita Holbrook.

Commonwealth vs. Joseph Warrix Sr. 

The Grand Jury charges that on or before January 6, 2020  in Lawrence County Ky, the above named defendant:

  1. Joseph Warrix Sr. committed the offense of criminal possession of forged instrument in the second degree by knowingly and unlawfully with intent to defraud, deceive or injure another, utters or possess a fraudulent or forged $100 bill and passed the fraudulent or forged bill at the Clark’s Pump and Shop of Louisa, Ky.

  2. The defendant having been charged in the instant indictment with the above stated felony counts is now being charged as a persistent felony offender in the second degree.

Commonwealth vs.Dwight Blankenship

The Grand Jury charges that on or before December 27, 2019 in Lawrence County Ky, the above named defendant:

  1. Dwight Blankenship committed the offense of terroristic threatening in the third degree by knowingly and unlawfully threatening to commit the crime of murder and/or assault against Beverly Blankenship.
