Three new zoning commissioners appointed by Osborne;
ZONING ORDINANCES MAY BE OUTDATED, POWERS AND DUTIES OF ADMINISTRATOR UNCLEAR
LOUISA, Ky. — Tuesday morning’s Lawrence Fiscal Court meeting was short and sort of sweet as the “squires” voted for Juge/Exec John Osborne’s nominations for boards and commissions.
But the position of Zoning Commission member or Zoning commissioner had not been received at of this writing (3:18pm Wednesday). The appointments of school board member Garnett Skaggs, businessman and teacher Randy Hinkle and Louisa resident Tom Parker to the commission met with unanimous agreement among the magistrates Tuesday. Former Yatesville Park administrator Don Thompson was appointed by Osborne at the last meeting.
The Lazer staff has not received a copy of the purpose of the commission and/or description of any kind for the commissioners nor the administrator.
Chief Office staff member Michelle Miller said she will provide the information. (SEE UPDATE AT END OF THIS STORY).
“I really don’t know exactly where that is but we will get it, I thinks that’s one of the reasons they are wanting to get it done,” Miller said.

Appointed Member to the Board of Directors of Northeast Kentucky Community Action Agency – Michelle Miller was appointed by Judge Osborne and all agreed

An Executive Session to discuss possible litigation ( See separate Lazer story ) Court gave approval to Co. Attorney to pursue action against Codell Construction over alleged unfinished business at the new Judicial Courts Building on Tr. 23 in Louisa.
Public Comments:
Twin Forks residents Kevin Alley approached the court about a draininage problem on his property that involves property owned by the county. Alley said a drainage pipe is full and the water and mud are causing damage to property lower on down the road. Judge Osborne said he has lots of people who need work done. “We can only work these problems as we have the time and the money,” Osborne said.

UPDATE: ZONING ORDINANCE HASN’T BEEN TOUCHED SINCE 1994
On Friday Chief Office manager Michelle Miller in the LAWRENCE JUDGE/EXEC. office sent the requestied information but it came through the computer with mold on it since it hadn’t been touched since1994!
There seems to be much updating to the ordinance but it is powerful if executed as written including control over private property by the zoning commission at the leasure of the judge/executive.
It is not clear who or what industry or group of citizens are asking for the zoning update- ot osborne, like he says, just wants to get all ordinances up to date. Former Lawrence state Rep. Rocky Adkins said thwo months ago that there are two potential oil and gas reserves in Lawrence County that could spend as much as $20 each. There is no way to know if that has anything to do with the sudden push for a zoning administrator and commission.
LIKEWISE THESE HAS BEEN SPOKEN OPPOSITION TO THE RIVER WALK PROJECT BY THE LOUISA CITY COUNCIL AND LAWRENCE COUNTY TOURISM COMMISSION.
