Man escapes custody in handcuffs, jumps in river….found at girlfriend’s house, hiding naked under towels…
Ryan C. Powers, 33, Ft. Gay, WV, was arrested on Sept. 1, on U.S. 23, nine miles south of Louisa on a charge of Driving on DUI Suspended License, 2nd offense.
According to the police report, Deputy Dwayne Bowen had prior knowledge of the subject being DUI suspended and observed him leaving Valero parking lot, south bound on U.S. Rt. 23. Upon making a stop, he advised that his license was suspended. In a separate citation, subject was issued a bench warrant for being a fugitive from another state.
In a separate case, Powers was charged with Escape 2nd Degree, Fleeing/Evading on Foot 2nd Degree, and Theft By Unlawful Taking.
Subject was under arrest on felony charges when he escaped, still in handcuffs, the custody of Deputy Dwayne Bowen, by running outside the Sheriff’s office and jumping into the river. He was found at his girlfriend’s house on Old Fallsburg Road, hiding in the shower room.
Stacy D. Childers, 35, Louisa, KY, was arrested Sept. 3, seven miles north of Louisa on Old Fallsburg Road and charged with Hindering Prosecution/Apprehension 2nd Degree and Resisting Arrest.
According to the arrest report, the above subject was with Ryan C. Powers when he was arrested for a felony warrant and traffic violations. Powers escaped custody later that evening. Childers was advised multiple times that she would be charged if she helped Powers avoid police detection or arrest. Officers went to her home to search for Ryan Powers. When they knocked on the door, someone attempted to exit a side door. Ms. Childers’ hair was wet as if she was in the shower. She advised that Powers was not there, saying he was at another residence.
…Ryan Powers was found naked in the bathroom, hiding under towels. He too, was wet. While escorting Stacy Chlders to the vehicle, she attempted to pull away multiple times. Deputy Mason Keefer stated Childers attempted to kick him and he had to physically put her in the the vehicle.
Joshua B. Pack, 30, Louisa, KY, was arrested on Sept. 2 at the Lawrence Co. Sheriff’s Office and served an indictment. Bond was set at $10,000.
He was charged with , TRAFFICKING IN CONTROLLED SUBSTANCE, 2ND DEGREE, 1ST OFFENSE – (<20D.U.DRUG UNSPECIFIED SCHEDULE 3) PERSISTENT FELONY OFFENDER II FAILURE OF OWNER TO MAINTAIN REQUIRED INSURNACE/SECURITY, 1ST OFFENSE IMPROPER DISPLAY OF REGISTRATION PLATES.
Pack was also arrested back on was arrested on August 6, 2015 on Route 3, north of Louisa and charged with No Registration, Failure to Maintain Required Insurance, Failure to Register Transfer of Motor Vehicle, Possession of Open Alcoholic Container in Motor Vehicle, Trafficking Controlled Substance and Possession of Controlled Substance, charges for which Pack was indicted by a Lawrence County Grand Jury on August 19.
Timothy Dean Adams, 22, Louisa, KY, was arrested Sept. 6, three miles west of Louisa on Red Branch Road and charged with Alcohol Intoxication in a Public Place, Criminal Trespassing 3rd Degree, and Criminal Mischief 3rd Degree.
According to the arrest report, officer responded to Red Branch Road in reference to the above subject trying to get into a residence through the back windows and back door. Adams broke two window screens in rear of the house and came to the front porch to see his daughter, he said. Subject does not have a daughter. He had a strong odor of alcohol beverage and was manifestly under the influence of alcohol, unsteady on his feet. Adams was taken into custody for his own safety and safety of others. Subject remained on property after being told to leave several times.
David W. Thompson II, 28, Rush, KY, was arrested Sept. 4, on Route 3 neat Louisa and charged with Inadequate Silencer on Muffler, Operating On Suspended License, and No Registration Plates. Officer Mason Keefer stated in the police report that muffler was loud and exhaust was broken. Plates had expired in July, 2015, and license had been suspended.
Leeda Ellene Hudson, 49, Ashland, KY, was arrested Sept. 7, five miles north of Louisa on Hwy. 3 and charged with Alcohol Intoxication in a Public Place.
According to the police report, officer responded to N. Hwy 3 in reference to the above subject causing issues with her family, trying to leave in her car with her 9 year old daughter. The family was upset because Hudson had drank an unknown amount of alcohol and continued to cause problems by arguing and threatened to leave while intoxicated. Subject smelled of alcoholic beverage and was very unstable on her feet. She was a danger to herself and others. She stated she had been drinking earlier. This is the second response to this address because of Hudson. A warning was given at first arrival to go inside, but subject did not follow request.
