Lawrence County BOE Holds Special Meeting
Two new assistant football coaching positions this season
LOUISA, KY – The Lawrence County Board of Education met in special session Tuesday evening at 5 p.m. and on the agenda were various items, including the financial report on the most recent fiscal year, the approval of emergency personnel positions and updates to the salary schedule as well as a preview of the upcoming AEP Credits Count grant announcement and reception. (See agenda on separate Lazer story)
Humphrey announces $2.3 million surplus
Some of the best news is that the Lawrence County school district finished the last budget year in the black. According to Financial Officer Edris Humphrey, the district experienced a couple of unexpected funding boosts and some strategic savings that allowed it to finish with a $2.3 million carryover from last year.
“This is a really positive thing,” said Board Chairman D. Heath Preston. “This gives us a chance to make an impact for the first time in a while and I think it helps that the whole attitude of the district is positive. Between some unexpected funds and things this board did to save money we have more to work with and a chance to make an impact like we haven’t for a long time.”
Part of the surprise revenue was from unmined minerals taxes as well as from higher than projected collections on franchise taxes. Humphrey pointed out to the board that those were not likely to be repeated at the same level in the future.
“One source was a minerals company that fought an assessed tax but ended up having to pay, so you can’t count on that money every fiscal year,” she noted.
Fletcher says sizeable grant coming from AEP
Additional positive news came when Superintendent Dr. Robbie Fletcher informed the board that on August 19 the district would host an announcement by AEP of the Credits Count grant, an event that would involve a catered reception at Lawrence County High School that would be sponsored and provided by AEP. The announcement will involve Lawrence County receiving a substantial grant for use in academic enhancement with 2015-16 being a planning year and 2016-17 a year of implementation.
In some personnel action, Director of Personnel Vernon Hall was credited by Dr. Fletcher for having devised a plan to provide LPN nursing services to each school building by converting 6 instructional assistant positions to LPN positions which would allow those individuals to work in each building assisting students with special medical needs. The cost increase would be approximately $6,500 per position, but no current instructional aide would lose a job as a result and each building would gain substantial services at the increased cost. It was unanimously approved by the board.
The board approved contracts, expenses and fundraisers as itemized and adjourned at 5:41 p.m.
