Beshear: Former Eastern Kentucky Suboxone Clinic Doctor Indicted on Fraud, Theft, Improperly Prescribing

Doctor allegedly charged Medicaid recipients cash, improperly prescribed Suboxone

(May 15, 2017) – Attorney General Andy Beshear and his Office of Medicaid Fraud and Abuse today announced an eight-count indictment of a former Eastern Kentucky Suboxone clinic doctor.

Dr. Curtis Edens, 57, of Hardeeville, South Carolina, was indicted by a Lawrence County grand jury May 12 on two counts of Medicaid fraud; one count of improperly prescribing a controlled substance; one count of theft by deception over $500 – all Class D felonies; and four counts of theft by deception over $10,000, Class C felonies.

The allegations involve Edens operating a now closed Lawrence County Suboxone clinic in 2016 and fraudulently charging Medicaid recipients cash for services. Medicaid specifically prohibits providers from billing cash for services that are covered by the program.

Beshear’s office also alleges that in 2011 and 2012 Edens improperly prescribed Suboxone to his patients from his clinic located in Louisa in Lawrence County.

“Substance abuse is the single greatest threat to our Commonwealth,” Beshear said. “The wrongful prescribing of Suboxone is flooding our communities with yet another drug that is killing our children, destroying our families and scarring our neighborhoods. While there are honest, legal Suboxone clinics that provide real and needed treatment in our state, the rogue clinics who value money over lives must be shut down.”

Edens’ case was investigated by the Office of Medicaid Fraud and Abuse of the Kentucky Attorney General’s Office with vital assistance from the Appalachia HIDTA Diversion Task Force and the Cabinet for Health and Family Service’s Office of the Inspector General, Drug Enforcement and Professional Practices Branch.

The Office of the Attorney General was assisted in the arrest of Edens by the Jasper County Sheriff’s Department in South Carolina on May 12. Edens waived extradition May 15 and will now be brought to Kentucky.

The Lawrence County Circuit Court is set to arraign Edens. No date has been scheduled.

A charge is merely an accusation. A defendant is presumed innocent until and unless proven guilty.

One of the core missions of Beshear’s is to fight back against the pervasive substance-abuse epidemic and to protect Kentucky’s most vulnerable citizens from abuse and exploitation. Since taking office, Beshear has recovered over $8.5 million for the state through Medicaid provider fraud recoveries. Eden came to our town in Louisa Kentucky he was the best gynecologist we had I was in very bad shape the doctor Eden done surgery on me and it made me all better and my daughter if it wasn't for him her or my grandbaby wouldn't be here and then she got pregnant again and they both lived I thank him everyday for that so all this other stuff that you guys are talking about you should be thinking about what he's done for this town and all these pregnant women that he took care of now that he's not here we don't have a baby Ward at our Hospital anymore so if anyone gets pregnant they have to go out of town so if you want my opinion dr. Eaton is not guilty of anything he's only guilty of being the best Dr we had

You live with what my child has to go through and then you tell my child how great he is this person has destroyed my child's life but when ky child needs a Real Doctor I am glad my child can go some where that they do not have to worry about their man cave and Ashland or Cabell is not that far away and alot better Doctors

He saved my daughter life she was very sick and it wasn't from drug's!! If it wasn't for not for him my daughter and both grandson' S would not be here today!! He has saved a lot of kids life's and I don't believe he is guilty!! My prayers are with you doc!!

Being there when my grandkids were born he seemed caring ....but behind the screen kmowing the mother was on drugs but he keep delivering my grandkids ......now problems have come about with all of them problems that will last a life time ...he didn't help the drug problems he only supplied more....but I would like to know about all the kids he got off some of the women ....are they in his custody or where????

This man is a very caring person, he done nothing but try to help people. He tried to tackle the drug problem in Louisa and I think he did a good job. He might be guilty, I don't know...but he is truly an amazing person either way and even if he is guilty...that doesn't change my opinion about him. He did so much for me and my family and I'm thankful I had the time I did with him. Prayers, Doc.

When Dr. Eden came to Louisa, there wasn't a better Dr.after watching women after women give birth to addicted babies, he started to give soboxone to help the babies. If he hadn't had ever signed a contract to do so many procedures at TRMC, he wouldn't have let things go... People, especially doctors need sleep!

Believe Me I know for a fact that Mine is NOT a Horror Story as You would like to Childishly call It We Live with what he has done everyday and he needs to be punished but like I said he took care of the problem I had against him himself

To Citizen We had to go to him because of a emergency Pregnancy and all he was talking about was going to his man cave and started the delivery way to early because he wanted to go home early and he done some bad damage to My Childs Head which the Child has a lot of trouble over right now If I was smart I would have got a Lawyer Myself on him but I wasn't worried about a Lawyer at the time and I do not want any money because money will not fix the lasting effects this child has because of this (Man) and I call him that very lightly All I want is his Job to where he dose not hurt anymore little kids like he did My Child but from what I am seeing he has taken care of that himself

I think this is nothing more than a witch hunt to make the war on drugs appear credible. I think Dr Edens started out with the best of intentions to address the drug epidemic especially among pregnant women, and should've never branched out beyond treating that specific demographic. He's an intelligent man and he knows how to properly bill Medicaid and would never do something so blatant and with a paper/digital trail that would follow him. I'm confident that these charges will be dismissed in a court of law just like we have witnessed in several other cases where overzealous prosecutors are too quick to charge doctors with insufficient evidence. If he's guilty, throw the book at him, but I for one don't think he is. But for God sakes Curt get a haircut! Your appearance alone make you look less than innocent. It's not the 70s anymore......it s 2017. Let it go!
